Highly Qualified Workers: Regulatory Developments and Simplifications from 2026

The attraction of highly qualified international talent is a strategic factor for business competitiveness. In this context, the EU Blue Card framework remains a key instrument, allowing the admission of non-EU workers outside the quota system, provided they meet high professional qualification requirements.

As provided for by the Italian Consolidated Immigration Act (Testo Unico sull’Immigrazione), “Articles 27 et seq. establish specific cases of admission outside the quota system for workers possessing particular professional qualifications.”

A Starting in 2026, the legislature introduced significant measures aimed at making the system more efficient and predictable:

  • Shorter processing times, with the issuance of the work authorization (nulla osta) within 30 days;
  • Streamlined administrative requirements, ensuring greater consistency across the different stages of the procedure;
  • Digitalization of processes, including the possibility of executing documents through electronic signatures;
  • Enhanced role of authorized intermediaries, in the management and submission of documentation.

The resulting framework is a more streamlined and structured administrative process, enabling organizations to plan the onboarding of strategic talent with greater certainty while reducing processing times and operational complexity.

In this context, an integrated and specialized approach to international mobility management is no longer merely a compliance requirement; it has become a genuine enabler of business growth and organizational development.
